
On 22 October 2025, in Kigali (Rwanda), as part of MWC Kigali, the regional roundtable «East Africa IMEI Roundtable: Regional Action for Safer, More Affordable, and Transparent Mobile Ecosystems» took place, organized by GSMA in partnership with SC.Soft.
The event brought together representatives of regulatory authorities, mobile operators, and device manufacturers from across East Africa to discuss joint efforts towards safer and more accessible mobile ecosystems.
IMEI Registration as a Driver of Digital Security and Sustainable Market Growth
The discussion focused on the implementation of Central Equipment Identity Register (CEIR) systems, protecting consumers and operators from fraud and device theft, and enhancing transparency and regulatory efficiency.
Participants compared CEIR strategies across the region, addressed implementation challenges and opportunities, and explored how the technology can improve tax collection without increasing rates, reduce over-taxation on devices and services, and simplify regulatory processes.
Practical Experience and Global Case Studies
The agenda featured three case studies reflecting diverse approaches to CEIR deployment:
The Uganda Communications Commission shared its national experience in using CEIR to build a safer and more transparent mobile device market.
MTN Ghana presented strategies for preventing theft and counterfeiting while expanding mobile internet access.
A representative from one of the world’s leading device manufacturers discussed global best practices in supporting regulators and ensuring IMEI registration compliance.
