IMEI Registration as a Tool for Security and Transparency: GSMA and SC.Soft Held a Regional Roundtable at MWC Kigali

On 22 October 2025, in Kigali (Rwanda), as part of MWC Kigali, the regional roundtable «East Africa IMEI Roundtable: Regional Action for Safer, More Affordable, and Transparent Mobile Ecosystems» took place, organized by GSMA in partnership with SC.Soft.
The event brought together representatives of regulatory authorities, mobile operators, and device manufacturers from across East Africa to discuss joint efforts towards safer and more accessible mobile ecosystems.

IMEI Registration as a Driver of Digital Security and Sustainable Market Growth

The discussion focused on the implementation of Central Equipment Identity Register (CEIR) systems, protecting consumers and operators from fraud and device theft, and enhancing transparency and regulatory efficiency.
Participants compared CEIR strategies across the region, addressed implementation challenges and opportunities, and explored how the technology can improve tax collection without increasing rates, reduce over-taxation on devices and services, and simplify regulatory processes.

Practical Experience and Global Case Studies

The agenda featured three case studies reflecting diverse approaches to CEIR deployment:

  • The Uganda Communications Commission shared its national experience in using CEIR to build a safer and more transparent mobile device market.

  • MTN Ghana presented strategies for preventing theft and counterfeiting while expanding mobile internet access.

  • A representative from one of the world’s leading device manufacturers discussed global best practices in supporting regulators and ensuring IMEI registration compliance.

The Role of SC.Soft

SC.Soft acted as a co-organizer and technology partner of the roundtable.
With extensive experience in implementing CEIR systems in different countries, SC.Soft shared practical recommendations on building efficient solutions that ensure data security, regulatory compliance, and trust among stakeholders — including regulators, mobile operators, and device manufacturers.

Conclusions

Participants emphasized that IMEI registration is not just a regulatory tool but a strategic foundation for a secure, transparent, and sustainable digital environment.
Regional cooperation, the support of GSMA, and the expertise of SC.Soft play a key role in accelerating digital transformation, building user trust, and strengthening legitimate mobile markets.

Building a national IMEI registration system that works: lessons from live deployments

Registering mobile devices by IMEI has become a mainstream instrument of digital policy. Such systems now operate in dozens of countries under different names — NEIR in Bangladesh, DIRBS in Pakistan, CEIR in India, national IMEI registration in Uzbekistan — yet they address the same core task, and are known in the industry collectively as a Central Equipment Identity Register (CEIR). For regulators and operators weighing one, the practical question is how to design a system that delivers measurable results without creating friction for subscribers.

Product Life Cycle in Practice: Managing the Maturity of SMSC

When people talk about the Product Life Cycle, they usually picture the textbook curve: launch, growth, maturity, decline. In practice it is not a graph but a specific moment when a decision has to be made about a product that still works but no longer matches the reality of the market.

Fraud prevention is more critical than ever — and our platform is ready

Telecom fraud is one of the fastest-growing threats in the industry. MEF, GSMA, and regional regulators worldwide are dedicating increasing attention to the issue: round tables, working groups, and new legislative frameworks are emerging across Africa, the Middle East, Central Asia, and Europe.
