IMEI Registration as a Driver of Digital Security and Revenue: GSMA and SC.Soft Host CEIR Roundtable at M360 Eurasia

On May 20 in Tashkent, as part of the GSMA M360 Eurasia conference, a dedicated roundtable titled «CEIR: Preventing Device Fraud and Ensuring Revenue Through IMEI Registration» was held. Organized by GSMA, with SC.Soft as the technical partner and sponsor, the event brought together high-level representatives of regulatory authorities, mobile network operators, and GSMA experts from across the Eurasian region.

Shared Experience and Future Vision

The roundtable offered a unique platform for expert dialogue and regional collaboration:

  • The Uzbekistan telecom regulator presented its successful CEIR deployment since 2019, highlighting results and opportunities unlocked by device registration.

  • The GSMA Director of Services provided information on IMEI services that could be very useful for CEIR, as well as practical implementation options worldwide.

  • Participants compared their national approaches to CEIR implementation, which vary in purpose—from boosting revenue and curbing fraud to strengthening digital security.

  • Discussions included practical CEIR use cases, opportunities for monetization, ecosystem integration, and benefits for different stakeholders.

Special attention was paid to technical and regulatory risks that can arise during CEIR rollout and operation, along with strategies for mitigating them. Participants emphasized the need to adapt to national legal contexts and the importance of regional coordination.

The Role of SC.Soft

As a technical expert and solution provider, SC.Soft contributed with insights drawn from multiple CEIR implementations. The company showcased real-world cases, illustrating how a mature technological solution and clear implementation methodology lead to sustainable outcomes.

Expert Insight

«As noted during the discussion, IMEI registration is no longer solely a security tool — it is a strategic enabler of digital economy growth, subscriber protection, and national revenue optimization. Regional collaboration and knowledge exchange are crucial, particularly in the CIS, to facilitate the faster adoption of best practices and more effective cross-border fraud prevention. With support from GSMA tools and the expertise of experienced partners, countries can unlock the full potential of CEIR technology,» said Tair Ismailov, Strategy Development Director at GSMA

Cooperation as a Key Success Factor

The roundtable emphasized that IMEI registration should be viewed not only as a technical initiative but also as a cross-sectoral effort, necessitating ongoing collaboration among telecom regulators, mobile network operators (MNOs), and technology providers.

Building a national IMEI registration system that works: lessons from live deployments

Registering mobile devices by IMEI has become a mainstream instrument of digital policy. Such systems now operate in dozens of countries under different names — NEIR in Bangladesh, DIRBS in Pakistan, CEIR in India, national IMEI registration in Uzbekistan — yet they address the same core task, and are known in the industry collectively as a Central Equipment Identity Register (CEIR). For regulators and operators weighing one, the practical question is how to design a system that delivers measurable results without creating friction for subscribers.

Product Life Cycle in Practice: Managing the Maturity of SMSC

When people talk about the Product Life Cycle, they usually picture the textbook curve: launch, growth, maturity, decline. In practice it is not a graph but a specific moment when a decision has to be made about a product that still works but no longer matches the reality of the market.
