Central Equipment Identity Register (CEIR)
The CEIR platform controls the mobile equipment import and production, as well as the registration of subscribers and their devices in the mobile operators' networks in accordance with local legislation.

CEIR allows you to establish piece-by-piece control over imported mobile devices so that only the devices for which all the requirements of tax and customs authorities are met can work within cellular networks.

If there are devices with the same IMEI, it means either they are counterfeit (released with the same IMEI), or an IMEI change has been performed on some device, which is a violation of the GSMA rules. CEIR supports the processes of detecting devices with the same IMEI and reducing their number through procedures agreed with the customer.
Threats to citizen safety
CEIR allows you to block stolen or lost devices on the country's cellular networks. When the device is returned, its operation can be resumed.
CEIR allows you to block the device on all the country networks at once. Not only a specific IMEI can be blocked, but also IMSI, MSISDN or functioning on a certain type of network (2G, 3G, 4G, 5G).

A decline in the quality of communication in cellular networks
Poor device quality affects customer experience, coverage, and network capacity for all the network users, not only for the owners of low-quality devices.
When SIM boxes are used to make calls from abroad via IP telephony, the quality may decrease unpredictably. Subscribers of local operators often do not even know that the call is made this way, and blame their operator for impaired communication quality. CEIR can help detect and block SIM boxes.
An increase in e-waste
Counterfeit devices most often have a reduced service life, and their body is made of low-quality materials that contain harmful substances. CEIR will help stop new counterfeit mobile devices from entering the country’s market and clear the market of existing counterfeit.
In order to implement the e-waste management policy successfully, CEIR can supply certain indicators, for instance: the total number of mobile devices in the country, the mobile device import rate, the number of devices out of circulation, the distribution of imports, counterfeit and old devices across the country, etc.

As an ITU-T member, SC Soft acts in line with resolutions adopted by the International Telecommunication Union:
1. Explores ways and means to combat and deter telecommunication/ICT device counterfeiting and tampering in order to protect industry, governments and consumers from counterfeit and tempered telecommunication/ICT devices.
2. Collects and analyses information about counterfeiting and tampering practices in the ICT sector.
3. Develops methods of assessing and verifying identifiers used for purposes of combating counterfeit production.
4. Studies possible solutions, that could support combating of counterfeit and tampered telecommunication/ICT devices.
5. Studies any possible solutions to combat the use of stolen mobile telecommunication devices with tampered (changed without authorization) identities and to prevent them from accessing the mobile network.
6. Participates in the development of Recommendations, technical reports and guidelines to address the problem of counterfeit and tampered ICT equipment and to address the problem of mobile telecommunication device theft, including by the submission of contributions.
7. Collaborates and exchanges information with governments, administrations and telecommunication regulators in combating counterfeit and tampered telecommunication/ICT devices in order to reduce mobile device theft and the use of stolen mobile devices in their countries.
8. bears in mind the legal and regulatory frameworks of other countries concerning equipment that negatively affects the quality of their telecommunication infrastructure and services, in particular recognizing the concerns of developing countries with respect to counterfeit equipment.

The central database (CEIR) and EIRs for the operators are supplied by SC.Soft.
The integrated solution

Central Base (CEIR)
SC.Soft CEIR provides mobile operators with an API for the integration with their IT systems. EIRs are not involved in the project.
The presence of EIR in the network of each operator is not required.

The regulator may quote examples from other networks as arguments when solving problems with operators.
